JACKSONVILLE, Fla. — Jacksonville City Council approved a bill that they said will help make roadways safer and what some believe will crackdown on panhandling.
The ordinance passed 16-3 and makes it illegal for someone to stand in the median of a roadway for an extended period of time and to physically interact with any car on the roadway that isn’t illegally parked. This doesn’t just cover the median either. It is now illegal to solicit from the sidewalk or any place near the road.

I think it’s pretty feeble but maybe it’s a start. At least they can roust them that way.
I’m neither for nor against Duvall is doing, just commenting that panhandling, in and of itself is constitutionally protected.
If the concern is stopping of traffic, many localities have laws already (think protestors blocking the highway).
What gets me is that I live in a recession-proof area. Unemployment is usually around 2% and there are still beggars at the lights. If people didn’t give to them, they’d have no reason to hang around and maybe get a menial job at least. Heck, all I saw were stoners working at the fast food places around Denver so I know the beggars could do that here. I’m sure they’re making more from the stopped cars though. Ticket the drivers for a safety violation or causing impeded traffic.
No kidding, pretty soon they will be brainstorming and decide not to let communist China buy land in America.
