Not to dismiss the seriousness of this but what’s the difference between a shooter and an active shooter?

If you go into a workplace and shoot one person and you flee..you are a shooter. If you are still on the scene shooting or threatening to shoot, you are active.

An active shooter is a person who is trying to shoot as many people as they can indiscriminately.

A “shooter” is usually a single person involved in a single incident and more often than not there is a specific target.

This is some very chaotic scanner traffic.
