The receivers could be right here in this country, hooked to the internet, covertly relaying all telemetry and data as required.

Spot on....
A strong possibility exists that the receivers are located within the United States. They could be part of Huawei's imported cellular equipment or built into inexpensive Chinese internet-connected devices that transmit data through a proxy server.
If the transmissions are encrypted, it may still be possible to identify the frequency used by the balloons for communication, to determine if they are communicating via cell signals or Wi-Fi. It is a starting point.
