I’ve seen headlines for this story for several days but never actually read it till today. Do I need to guess the ethnicity of the attackers or is it obvious by the lack of such information?

How about the arrest of any and all school employees who allowed this to go on not just with this student, but others?
How about a lawsuit against those teachers, the principal, the school system superintendent, and the school system?
How about making the parents of the students who committed the crimes accountable in some way, too? Maybe lawsuits against them?
