The entire world, mustering all their resources and directing them entirely to the aid of Somalia, could not solve the grievous conditions that Somalia is being subjected to.
At least, not until there is a vast attitude adjustment by the Somalians themselves. The dependent victim mindset has them all captive, and no amount of “assistance” will ever assuage the self-pity they collectively hold.

The issue is really this:

No matter what wealth you give a group of baboons (pick any animal), they are still just baboons and will shit in the villa, not know what to do with a study filled with the great works of philosophers, value the art on the walls... There are baboons. Today we pretend that if you give baboons “stuff” that will somehow make them into something different.
The answer is obvious. Why are nations/cultures that are incinerated, resource depleted and without ideal fertile ground highly successful such as Japan? Why did Germany make the come back it did, was it really a Marshal plan? Hardly.
Yet if you state the obvious, that is not egalitarian. You are making a judgement on cultures, some (value systems) bring better results than others. That is not allowed!
That does not fit the times where every culture is equally good. Differences in outcome are explained away with some idiotic argument of colonialism and oppression, racism, the influence of Christianity and today neocolonialism. The shitholes basically state those successful are at fault for them being a shithole.
Why did South Africa slide backwards post Apartheit? Every nation opened up to them with trade, the free movement of people, banking... yet they went backwards. Internationally politicians were falling over each other to get into a picture with Mandella. Today many cities in a country that once had great universities, skyscrapers, built their own jet fighters, and where the first heart transplant was performed have roving gangs raping and murdering people, power outages, and water outages routinely.
Culture, i.e. values matter. They drive behaviors which bring different outcomes.
