My recall of the timeline was the Chinese released the genetic sequence coding in very late 2019 early 2020. And yes, all the virologists around the world could look at that and KNOW for sure there were be a pandemic from this — because it was a novel virus.
Brand new. Not seen before. Humanity had no resistance to it. It was going to kill millions, at least.

As to producing a vaccine in very late 2019 in response to access to that Chinese sequencing data, no reason that could not happen. In fact, it likely WOULD happen because everyone who saw the virus structure knew it would kill millions. Before the first death was recorded, it would be obvious.
