Different people have different requirements for best place.
Ann Arbor might be great place if you have kids in high-school to college age brackets. It is horrible place for retired folks. Housing is expensive and taxes are high compared to other states.
If your career is in manufacturing, there are better opportunities in many places other than Ann Arbor.
I thought in general housing is cheap in college towns.
It’s also unbearable if you don’t have cold weather.
All ranking lists such as this, all depend on the criteria being used to evaluate these places.
We all use different criteria to choose a place to live, choose what jobs to take, and just in general, how to live our lives.

Actually. the state and local tax burden in Michigan is lower than Texas and Florida — at least according to this study: https://taxfoundation.org/publications/state-local-tax-burden-rankings/.
