There’s no way a governor has authority. For instance, in the powerplant world, before they do anything a permit is needed. You can get an inspector out there quickly if you have an emergency, but you don’t do anything until you have a permit and authorization.
If a power plant can be find millions of dollars for emitting beyond what their permit allows, seems like somebody can be fined billions for this.

The couple on Tucker had just recently moved to that area. They were fortunate to have a place to stay. They said the evac notice came too late.
Also…..at a hotel….wouldn’t the water THERE be contaminated, too?
No telling how much water is contaminated. 😢
