Read up on the Stanford Prison Experiment. Split a group of student volunteers randomly into prisoners and guards and set up a fake prison in the basement. After four days they had to end it because the guards had turned into sadistic tyrants and the prisoners were all curled up and traumatized.
These were ordinary students in both groups, neither got to select their role. The uniform and the power does indeed go to people's heads it seems.
