Once the 34 states have passed their resolutions, the convention can be called. The convention would be composed of delegates from each state, and they would be charged with proposing amendments to the Constitution. The Apportionment Act we’re under dates to 1941. It is called the “Method of Equal Proportions,” although a better name for it would be the “Method of Minimum Variance.”
Many years prior (1880, maybe?), a statistician discovered that Alabama was entitled to fewer seats with a House size of 300 than it would get with a House size of 299 (7 vs. 8, I think.) with the Apportionment method used at the time.
The problem was called “The Alabama Paradox.”
The method of Equal Proportions does not suffer from the Alabama Paradox.
