Yes, but even then the blacks committing the crimes, overwhelmingly against other blacks, represent a small % of the overall black population. Yes, it s a problem in the “black community” but due the facts mentioned, you cannot generalize the cause as due to their - the criminals - being black.
Prior to the 1960s the black population did not have that very disproportionate share of crimes. The 60s, socially and with help from wrong minded government programs and policies, saw the widescale destruction of the nuclear family among blacks, predominately in large cities, and particularly large northeast and midwest cities - where today we have some of the highest crime rates.
If by minority you are referring to a minority ethnicity that is one thing. However, there are certainly other groupings within a population that are responsible for a large percentage of the crime in that general population. For example: the Yakuza in Japan, the mafia in Italy, politicians in the US.
Then those perps would mysteriously end up dead in a street fight. They would launch an investigation into those mysterious deaths but, somehow, would never be able to discover it with any degree of certainty.
Those kind of people had lots of enemies, don't you know?

Oh, and about Kenyans you met vs. black Americans. I knew a few Kenyans when I was in college. They were all very intelligent and well-spoken (as you also noticed).
Now here’s the thing. Those guys were all from wealthy Kenyan families who could afford to give their kids a good upbringing and a good education. Money was not a problem for any of them.
So it really isn’t fair to compare those Kenyans to the average American black. The former has all sorts of financial advantages. The latter does not.
Culture trumps skin color. Look at the driving forces shaping a culture, and you get your answer.
My high school sweetheart was Nigerian at a predominately black private school. She and her sisters were the most hated in the school by American blacks. Want to guess why?

Strong nuclear family and high social cohesion go a long positive way. Besides Japan, the Nordic countries have that going for them also.
Respectfully, your figures are off by a mile. They constitute a gross defamation of African American youths.

Here are the facts:
1) The No. 1 cause of death in the USA is premeditated murder. (The willful and planned killing of an innocent human being) There were over 900,000 such murders last year. That is about 50% more deaths than from heart disease, and 55% more than from cancer.
2) Black male teens to 30’s commit fewer than 1% of these murders.
3) Over 98% of these murders are committed by ob-gyn doctors, 85% of whom are women and the strong majority are white.
In some of the urban ares, violent criminals are self-executing.

I used to teach college courses in Kingston about 20 years ago, with one of my colleagues being a naturalized American, an Igbo from Nigeria. When he figuratively let his hair down, he would speak of the Jamaicans in general with disdain, our students excepted of course. What he had to say about lowlife American blacks could not be printed here.
What I found interesting is that the Jamaican students themselves, when they figuratively let their dreads down, would speak of street African-Americans with similar disdain, and since most of their experience of American blacks was via television, they knew little about the American blacks who weren’t street hoods and/or welfare queens.
One of the effects of this was that I started adding a class-period segment on the various groups within the Black community, and how they descended from different philosophies, such as conservatives descending from Booker T. Washington, liberals from W. E. B. DuBois, and radicals from Malcolm X, Stokely Carmichael, and Maulana Karenga, and how the collapse of the black family via the Great Society and the movement of middle-class jobs into the suburbs led to the urban ghettos that were similar to Kingston’s Crossroads but scattered throughout the country.
It really opened their eyes. This was a generation ago, before CRT and the 1619 Project took over American education, with the first real blowback being this week with DeSantis removing the CRT-soaked AP black history course from FL schools.
