He also emphasized the possibility of provocations using the seized OSCE vehicles. According to Tsymbaliuk, Russia may resort to such actions because it feels impunity.

It perked my attention when I read: 1- inexpensive & 2- Elon Musk was pursuing deveopment for Ukraine.
There have been a good number of railgun development programs. The most advanced was run by the US Navy, over @15 years. But they abandoned the project in 2021-22. Too expensive for too little utility. They figured hypersonic projectile tech and missiles were more likely to pay off.

Russia cannot overfly Ukrainian territory with manned aircraft as the Ukrainian air defense system is still active, extremely dangerous vs manned aircraft, and Russia seems to have only a poor SEAD capability.
That is why all their strategic strikes are done with cruise missiles. This limits severely their ability to inflict serious damage on Ukraine. If they could overfly Ukraine with reasonable safety they could drop far more ordnance far more accurately. And cheaply.
This lack of air superiority also makes it nearly impossible to conduct interdiction vs Ukrainian forces. If they had that ability they would be able to intercept moving convoys, trains, transient targets like accumulations of vehicles, and immobile targets like bridges, overpasses and even culverts, which are difficult to target (because of lack of real time observation), hit or destroy with their cruise missiles.
Had the Russians been able to do all that US-style Air Power flexing they would have won long ago.
The vid contradicts itself almost immediately, saying one of the restrictions on US weapons to Ukraine has been range (true), and then the railgun for Ukraine is stated to have a range of several hundred miles. As if Elon would not be subject to US arms shipments restrictions...
This sort of discrepancy almost always means the source is unreliable.
The whole format these type vids use is also a giveaway. When the dramatic music begins, I know to leave. ;-)

When I dug down into the fine print, I saw expenditures which looked like hardware transfers which were in fact 'drawdowns' on funds held by the Dep of Defense for the Ukraine to use to purchase weapons, ammo. The wording made it sound like large portions of what was actual funds was instead hardware - they do this on purpose.
