No, he’s actually a criminal. The production of fake vaccine cards and accepting government payment for administering vaccines which he later destroyed, makes him so. One could take a principled stance on vaccine administration while not doing the things he’s accused of. Not every act of definace is virtuous.
Lots of people "broke the law" to keep Jews off cattle cars. This fellow may have saved some of those kids' lives.

One can be both a criminal and hero. It’s extremely common throughout history actually.
It wasn't an act of defiance but of subterfuge. Like when the Germans wanted to separate the Jews from the general population and some people took the huge personal risk of trying to hide them.
They were not standing up to be seen as following principle, like all of us might be doing when arguing with each other. Sure we want to be seen as standing up for the right cause.
They were doing something risky in secret for no social admiration or recognition. They did it when it was dangerous to them.
In the ethical scheme of things the most morally noble are:
1) Those who risked helping against the evil for no credit.
2) Those that at least spoke out against the evil when there was no real risk for doing so.
3) Those who honestly did not think it was evil and spoke out in favor of the evil policy in their error.
4) Those who should have known it was evil but spoke out for it anyway due to vanity, power lust, monetary gain or other ulterior motive.
They are the most ethical among us.
