I suspect they are not the only institution to do so. These tax-payer dollars were used to increase salaries and fund pet projects across the nation.
Many tax-payers were snookered into going along with such funding and celebrated the funds being funneled into their wallets and local economy. Many were complicit in the sleight of hand with the funding of projects in their locale and looked the other way as they saw the funds go into projects that had nothing to do with Covid. Greed is an awful sin!

wasn’t this money supposed to go towards doing things like improving ventilation in classrooms and improving social distancing spaces, skype lessons and other programs for students, not teacher raises and perks?

Just an odd question....once Covid funding (federal level particularly) halts...then where do you make up the lost salary situation? I see these people very unhappy when you trim x-amount of their salary away.
