All it would be, all that is allowed by the Constitution, is for the States to get together to propose amendments, instead of Congress. That’s it; nothing else is allowed.

If you think that could possibly result in the rewriting of The Constitution, please explain exactly how. But you won’t, because you can’t.

Which is why the red states will never go for this. And you only need 15 of them to say no. So it's a non starter.

By design, the ONLY thing an Article V Convention of States can do is propose constitutional amendments that must be ratified in the normal way by 38 states.
