I think a better plan is to equip them with front tow panels (like dinghy tow for RVs) so diesel pickups can get them to the next charge point.
In freezing weather, that’s about right. As a matter of fact if it’s really well below zero, if you don’t have a big enough charge current, the state of charge can actually go down instead of up.
The Low-income folks will use those electric skate boards with handlebars and a seat.

The ones in authority over us, who are too privileged and protected to be affected by any such problems as this, will still continue their damndest to force EVs on society anyway.
How many lives will be lost due to people being stranded in an EV in extreme weather? Trying to get to a hospital or emergency clinic? Stranded somewhere and then robbed/raped/murdered? ...

One of the beauties of internal combustion cars. The byproduct, heat, is readily available and doesnât sap power.
I had an an investment broker once who was into all of these wild conspiracy stories. He claimed there existed the technology to easily allow cars to get 100 miles per gallon, but that the powerful oil industry wouldnât have it. Now, after seeing definite evidence of planned obsolescence in many common products (light bulbs,) Iâm beginning to believe he was right.
I don’t think that one was true. Gasoline/oxygen has an energy content limit. An internal combustion engine is not very efficient; and, that is actually the limiting factor. I suspect that gasoline could be used in a fuel cell to produce electricity. Perhaps a more efficient engine. Just musing.
