Are the US Open and British Open not truly open, then? I mean, there’s the US Chess Open. It doesn’t matter how bad you are - if you pay the entry fee you can get in.

Don’t know details of British, but there are slots in the US Open that you can compete for in qualifier tourneys

Yes, those tournaments are open. Any golfer can enter the qualifiers, although you should be a scratch or better to have any chance.
