Once it is law, the “kill switch” can be installed into any vehicle run by a motherboard.
It can be coded in through the on-board “help” system (On-Star, &c) without your knowledge.
That takes care of 99% of vehicles on road.
All others will be forced to pay exorbitant fees to register as “Antique” or “Historical” that limits their use on roadways (parades only).
I was told some time ago by a dealer mechanic that covering/wrapping the on-star receiver in foil removes its ability to receive (YMMV).
