It should not be difficult to formally or informally identify at the highest level of the DOD who the "they" is that actually handed down this "removal" order. Most likely it originated at the WH.
An active R conference could easily conduct hearings on the matter or utilize other means for the identification and the next time there is a R admin in the WH the matter could be appropriately resolved.
Even sooner, the next R presidential candidate could include it in his campaign as a living example of what the Dem party is doing to our nation.
