I'm gonna guess someone in Guatemala simply turned him in, and probably had to call several departments outside of lunch hours at the State Police HQ to find someone willing to receive the info.

FWIW, I had the opportunity to bail out one of Massachusetts most wanted about 7 years back. Yeah, I got the bail money back. She was eventually convicted and got 5 for robbing a bank (3rd time). She didn’t have a weapon, just gave them a note.
Also while waiting for trial they did get her to plead to about 40+ offenses she’d committed over the years. Told her that she was doing the District Attorney a big favor by helping them get those off their books.
