Black told Steamboat Pilot & Today that he and his team are lost when it comes to the phenomenon.
'It's frustrating, trying to figure out exactly what occurred in this incident,' Black said.
The director also said that while they don't believe wolves to be behind the deaths, they also can't rule them out completely.

Officials in Colorado are scratching their heads after dozens of cattle have been found slaughtered over the past few weeks by an unknown creature that left no tracks.
In the past two months, more than three dozen cows have been found dead near Meeker, Colorado, according to local media outlets.
The first batch of 18 cows were found dead in October and officials said that just five of the animals looked as thought they may have been killed by wolves.
'Missing tails, bite marks on the hocks and flanks and hamstrings,' said Travis Black, the northwest regional director for the Colorado Parks and Wildlife.
In general, the theory seems unlikely to the CWP official who says the whole situation remains a mystery as they have found no tracks or evidence of the animals in the area.

I have read old books written in the 1800s that describe wolves with unnatural intelligence, as their population increases this intelligence seems to grow with the competition.
Things like...hiding their kills and their scat, etc... moving with extreme stealth, controlling their urge to mate, controlled eating, controlled movement, etc..
Sometimes the only way they were detected was with bits of fur shed from their coats. It takes a extremely skilled hunter to pick out the signs....all those guys are dead.
They may have extreme regret once this wolf re-population effort yields fruit.

It would be very easy to do with a drone AND evade their surveillance. Oddly, there’s no mention in the article of toxicology tests, almost like they’re not interested in really solving the so-called ‘mystery’...

My grandfather lost dozens of turkeys to a neighbors dog. He shot the dog (not fatal) and the dog ran home, leaving a blood trail. My grandfather drove over to the neighbors house and confronted him. “Your dog killed my turkeys”.
Not my dog said the neighbor, he’s been right here all day.

Linda Moulton Howe researches mysterious livestock mutilation all over the world. She is pretty smart, and keeps good records. Those interested in this phenomenon should go look her up. I have had a couple of in person conversations with her, and was impressed.

Who are these people? I could recognize a wolf eaten carcass by the time I was about 6 or 7 years old.

On another note, canines do drop more than they can eat frequently. Back in the day were I grew up in western Ks, thousands of sheep were winter pastured. One morning a flock wandered towards our farm probably looking for water. Setting at the breakfast table watching them when our German Shepherd bitch spotted the sheep and took after them. She would catch up to one, grab its hind leg and flip it then off to the next one. She had a dozen or so downed before I got her called back. They were strung out over more than a half mile. Fortunately they were unhurt and the drover got his fence mended. Just an instinct thing...
Wow! That is something. And no sheep were harmed? Your dog wasn’t out to hurt or kill then. That’s good. I actually think it was wolves in Colorado.
They should thank goodness for that, at least they have a clue. the old timers talk about wolves that were so smart there was absolutely no sort of that kind of sign present. These wolves can become so smart that the only way you’re gonna find them is where some of their Fur Gets stuck on fence post somewhere
