This would seem to require coordination between a voter registration/election employee and a Postal Service employee.

I suspect big tech is helping out also in some way. I believe you could send Google a list of names and they could run it up against their dossiers on everyone and determine with great accuracy how everyone will vote, and kick the list back with a heat map on each person.
I further suspect tech could then selectively target the list to influence the likelihood they go vote.
The premise is that the zip code is wrong.
The process of identifying these as “undeliverable” and returning them to the sender is fairly automatic - no employee discretion is involved.

National Change of Address Database (NCOA) will not pick up those address changes. They didn’t happen because there is no history. The 31,000 citizens were getting their mail just fine — except for ballots. Ballot addresses were driven by the county mail-in ballot database — the one that was changed, then changed back.
