I suspect big tech is helping out also in some way. I believe you could send Google a list of names and they could run it up against their dossiers on everyone and determine with great accuracy how everyone will vote, and kick the list back with a heat map on each person.
I further suspect tech could then selectively target the list to influence the likelihood they go vote.
