Yes. Personal names follow the normal patterns of grammar. English generally uses word order and prepositions in lieu OF grammar.

Kinda ... but also I *think* the “skaya” part is a dimunitive for some reason.

in modern Slavic languages, a female’s last name will bear a feminine marker...
