Sounds like the lucky winner has a functioning brain.
I’d take at least 2 weeks. Tax consultant. Finance manager associated with large bank. See if I have to disclose my actual name and photo.
The winner has to file a legal name change, move to an undisclosed location, hire bodyguards and consult with multiple tax advisors about how to keep some of it. That takes time.
Either they don’t know yet, or they do and are carefully lawyering up.
And who won the $2 billion jackpot? Haven’t heard who that is yet.

It takes awhile to change your phone, rent a hidey hole, hire a tax attorney to coordinate setting up the proper bank accounts and obtain personal security.
