They made flat ear horns long before this period. I saw a video from the early 1900s that purports to show a woman holding a cell phone to her head.
It was a flat ear horn. This may also be a flat ear horn.

How could the phone function in the absence of a network? Who the heck would he be talking to?

Nobody is looking at him. Probaby a wallet or a pack of cigs, and scratching an itch.
The thing to be startled about is why is SoS Toni Blinky in the pic (no hat, walking and looking toward the camera). /sarc

No - it’s Brian Williams.

Why would a time traveler, whose not of our current time period, stop here in our present, pick up a cellphone, then travel to another time period where this same item is useless.
The gut is scratching the side of his head.

He is talking to someone about his car’s extended warranty.

Occam’s Razor.
Having eliminating all possibilities, the simplest answer is the correct one.
Ear horn.
To: z3n
It’s his finger. The dark shadow is his cupped palm.

I’ve seen this photo a few times. I suppose if you look at enough pictures from WW2 era, you are bound to find somebody that appears to be speaking into a cellphone.

No, it’s not “odd.” Folk’s interpretation of stuff like this is whacked, though

There were no cell towers then, so obviously it a satellite phone.

Since tape recorders had yet (1930) to be made they were using sat phones, obviously.

Last time I saw this topic discussed, someone posted a picture of a much more rectangular ear horn that looked more like a cell phone.
I'm sure with a little effort, that same picture could be found.
