If I were North Korea I would focus on using my weapons nuclear or otherwise to degrade or destroy US-allied military bases and power in South Korea, Japan, Guam etc. so that the retaliation you speak of would be interdicted in part or in whole.
Nuclear weapons didn’t exist in Sun Tzu’s day.
Strategy and tactics still fit Sun Tzu’s model.
The size and strength of the US multiplies its vulnerabilities.

First off you need to learn how to spell. Second, the Chairman of the Joint Chiefs of Staff is very definitely in what you call “the chain of command”. What you need to do is put the pipe down grow up and learn how to take criticism from your betters.
