I didn’t see anything about it being a steam engine. Leno owns a lot of cars other than his steamers.

In the case of steam cars, they use gasoline to fire the burner that heats the water to make the steam.

If you watch his older video on the White Steam Car, the one he was working on when he got burned, he says that the steam in that system gets to 600°-700°.

In fact, in that video he jokes about dangerous the fire system is on that car due to how much gasoline it leaks while getting the burner going.
