I disagree — Ukraine attacking Moscow is exactly what Putin WANTS.
This is Putin’s war, not Russia’s.
But if there was an attack on Moscow, then Putin can use it to channel rage. Just as he did with the Moscow theatre hostage taking in 2002

Taking out some power substations would drive home the point that they are vulnerable, and give them a taste of what Putin is doing to Ukraine.
With the subtext that it could get worse. Never, ever, expect your opponent to not fight back.
