In theory, this was what the Romney campaign was attempting to do in 2012 with ORCA - only applied to election day. But. since their software failed out of the box - it was of no help that day. I may still have smoke coming out of my ears from that one.
In theory they were to load a list of all registered voters for every precinct for contested states (i.e. no need to use this in Idaho) into an app that would be used by monitors in each voting place. When Bob Smith of 123 Main Street comes up to the registrar’s table and identifies himself, the monitor would have entered his name and address into the app and the database in Boston would be updated to reflect that this person had voted at 9:47 am. They would be deducted from the “yet to vote” list and at some point, probably at noon, you would know who voted and who had not yet cast a ballot. You could score the rest of the database for propensity to vote Romney/Ryan and train a call center to contact everyone highly likely to vote for Romey/Ryan and find out what was needed to get them to the polls in time.
Beyond the fact that that software failed at 7:00 am on Election Day and was never restarted, another flaw in the strategy was the difficulty in identifying each voter as they approach the registrar.
The current effort by the Democrats does not surprise me. I just wonder why it is that the GOP is always fighting the last war in terms of technology and strategy.
