It is a technical definition, and they meet it. "Iron Maiden" has a huge following and they are a zero-hit non-wonder.
If Devo made records that would be banned from airplay (e.g. "Mongoloid") and others that play well on MTV but not radio ("Love Without Anger") and others that are too weird or too long ("Jocko Homo"), just because people buy the albums or watch the videos doesn't mean they are not a one-hit wonder in terms of singles sales and airplay.
