At first glance the outfit looks sharp, but (surprise) Chelsea misses the mark. She needed jewelry. She has bare arms, bare ears, bare shoulders, and almost a bare neck - just a chain around the neck that's almost invisible. You can tell she was going for "less is more", but she doesn't have the looks to pull that off. She should have worn jewelry to distract the eye from that face.
