So the headline is what? She made racist comments. Threatening to kill people with a knife is nothing to worry about. But racist comments? Over the top.

So “motivated by bias” means he’s like the FBI’s Comey reading Hillary’s mind to know her inner motivation was not to commit a felony while her outer body committed it but it meant no prosecutor would prosecute so let her go to defeat Trump.
