Putin signs decree on theft of Zaporizhia NPP

On October 5, Russian President Putin instructed to transfer Zaporizhia NPP to federal ownership.

This is stated on the Kremlin's website.

Earlier it was reported that Russian relevant departments will take control of the operation of the occupied Zaporizhia NPP, which until recently worked under the leadership of Ukrainian personnel as part of the United energy system of Ukraine.

In particular, the government of the Russian Federation was instructed to:

- ensure that nuclear power facilities of the Zaporizhia nuclear power plant and other property necessary for its activities are accepted into federal ownership;

- determine for the period up to January 1, 2028 the specifics of the use by the Joint-Stock Company "operating Organization of Zaporizhia NPP" of financial, material and other resources necessary to ensure the safety of nuclear installations, radiation sources, storage points for nuclear materials and radioactive substances, storage points, storage facilities for radioactive waste and proper handling of nuclear materials and radioactive substances;

- determine for the period up to January 1, 2028 the specifics of the organization and implementation of federal state supervision in the field of the use of nuclear energy and industrial safety in relation to the Zaporozhye nuclear power plant, including the specifics of conducting control (supervisory) measures by the authorized body of State safety regulation, safety expertise (expertise) justification of safety), industrial safety expertise;

- determine for the period up to January 1, 2028 the specifics of issuing permits (licenses) by the authorized body of State safety regulation for the right to work in the field of nuclear energy use in relation to the Zaporozhye nuclear power plant, permits for the right to work in the field of nuclear energy use to employees of the Zaporozhye nuclear power plant and termination (cancellation) of such permits (licenses);

- determine for the period up to January 1, 2028 the specifics of state regulation of safety in the use of nuclear energy and state regulation of industrial safety in relation to the Zaporozhye nuclear power plant, including financial support for the authorized body of state regulation of safety;

- ensure the issuance of permits (licenses) for the right to work in the field of nuclear energy use in relation to the Zaporozhye nuclear power plant, permits for the right to work in the field of nuclear energy use to employees of the Zaporozhye nuclear power plant.

As reported, on September 30, the Russian military detained the general director of Zaporizhia NPP Igor Murashov on the road from the plant to Energodar. After the intervention of the IAEA, he was released on October 3, allowing him to enter the territory controlled by Ukraine.

According to Ukrainian intelligence, Rosatom specialists have already worked at Zaporizhia NPP. In August, Energoatom reported on Rosatom's plans to disconnect the ZAES from the Ukrainian energy system and reconnect the station to the Crimean energy system, which is currently being implemented by the invaders.

Zaporizhia NPP is Europe's largest nuclear power plant with installed capacity. Its six VVER-1000 power units were built according to the B-320 project. the first power unit was put into operation in December 1984, the sixth – in October 1995.

Just as President Trump said we need to bring our manufacturing base back to U.S. Europe also needs to explore energy independence.
