It was a top-down political scam, fronted by Obama and especially his AG - Eric Holder and the DOJ
Its a version of Nazi Brownshirts - get your people out on the street, claiming their grievances and demands for redress. Push through central government policies and power-grabs in the name of “calming the situation” and “justice.”

Patrice Coulors, the self-proclaimed Marxist, bought a nice mansion in Topanga Canyon, then complained they where “threatening her family” when Candice Owens showed up for an interview.
