Is there anyone out there with legal expertise who can tell if this will win a court challenge? The Democrats will take this to the courts for sure since they would never win in the legislature.
So, if the Federal Government refuses to enforce our laws then can the states do it for them?
If the answer is no, then the Federal Government can invite an invasion and there is essentially nothing anyone can do about it.
In the same vein if the Federal Government refuses to enforce other laws, say civil rights laws, interstate sex trafficking laws, drug laws, etc. then there is nothing we can do about it. Just sit and take it.

As it is, every state has a right to prevent invasion. Hordes of illegals in a state is a invasion. All states have failed in their duty to do that.
Not only that, but nothing prevents Sen. Hawley to push for the impeachment of the president for not enforcing current law and protecting the border and country.
This is merely republican politics in front of a camera, or to get their name out. Republicans sold out decades ago on immigration and protecting this country. Don't expect anything from them.

Yes. This is not an “immigration” issue. It is a sovereignty issue and if the sovereignty of the U.S. is broken by the ilegal action of an invading person, then the sovereignty of the state they entered is violated as well, and the state has the right to remove such persons.
