Surprisingly this is more common than you think.

I knew somebody who apparently had a hobby of stealing road signs, street signs, even license plates. He then would nail them up in his garage.

So in his garage, you would see those blue and red interstate signs for I95, I40, I295, etc. License plates from all the different states. Street signs for Broadway, Main Street, Maple Street, etc. Stop signs, one way signs, deer crossing signs, you name it, he had it.

I figure him to be the type to go out in the middle of the night with a screwdriver and a ladder and "go shopping." Or maybe he just got them on eBay. Who knows.

at the dump I found a children Playing sign like the ones from our neighborhood, which were leftovers from the late 30s and has a boy in knickers running

This reminds me of the Copperhead Road in TN. I read that its street sign was stolen so often, the road was renamed.
