I think we have a good handle on the “creators” of the dossier but I think FVEY played a more “Dan Rather-ish” role in the dossier.

They took it and folded it, spindled it and mutilated it to make it look legit and then turned it loose for consumption.
Each member that touched it could honestly answer, “Yes, we looked at it.”
Which was enough for the mal-actors needing an penumbra of legitimacy to the dossier.
