Cruise ships: Sure, $500 per night per “migrant” and they can have steak & lobster, open bar and a free show every night!
They would find cruise boats that are at the end of their productive ‘careers’, and some monthly rental fee would be in the deal...maybe a captain and basic crew to operate. Chow would be probably limited to some cheapo situation.
I would imagine right now, there’s probably twenty vessels to fit this description and easily dispatched to NY City in a matter of a couple of days.
