The RAND Corporation Paper titled, "Extending Russia," lists many options the US has clearly attempted to execute since.

Regarding Azerbaijan and Armenia specifically, in Chapter 4 titled, “Geopolitical Measures,” the RAND paper states (emphasis added):

"This chapter describes six possible U.S. moves in the current geopolitical competition: providing lethal arms to Ukraine, resuming support to the Syrian rebels, promoting regime change in Belarus, exploiting Armenian and Azeri tensions, intensifying attention to Central Asia, and isolating Transnistria (a Russian-occupied enclave within Moldova)."

There is no "coincidence" regarding the multiplying conflicts appearing along Russia's periphery.

It is yet another example of how not Russia nor China threaten global peace and stability - but rather those attempting to impose this "international order" on the planet in the first place.

The 2014 Ukrainian election was won by pro-Russian Yanukovitch, who ran on a platform of Ukraine joining the EU, which he reneged on after the election. The problem for Russia is that Ukrainians travel, both to Russia and the EU and clearly see the better standard of living in the EU.

Ukraine has a choice to join the EU or the CIS. EVERY poll has shown that Ukrainians prefer the EU by a wide margin. No surprise, since many Ukrainians travel to the EU and Russia, and they clearly prefer the standard of living in the EU. Saying this is 'imposed' on Ukrainians by a 'rogue government' is not based on reality, clearly shown by how ferociously Ukrainians are fighting against Putin's invasion.
