I wonder how they use census information for hispanic, because the census has two separate questions - one for race and one for hispanicness. You could be white hispanic, native American hispanic, black hispanic, mixed hispanic or even Asian hispanic. However, this chart treats hispanicness as a race. So does hispanic override the race choice? Would a black man from Cuba count as black or hispanic?

It’s not, and if you do refer to them as a race go to the source and that equates to Iberian Born/Descended White Caucasians.
A Black Cuban is not “hispanic” ethnically.
A Mezo-Indian is not “hispanic” ethnically.
A Polish Argentine is not “hispanic” ethnically.
A German Mexican is not “hispanic” ethnically.
A Pardo is not “hispanic” ethnically.
