Article says the change/elimination of bail was driven by upstate legislators. In other words, legislators with little skin in the game.
The article also mentions police hesitation to arrest due to potential liability and the fact that details of implementation have yet to be worked out/announced.
Ah…implementation. This is the “I’m just a legislator, not an enforcer.” responsibility escape hatch.

Some laws are beautiful in concept but impossible to enforce as written. This is especially the case when the enforcers contain elements who are actively subverting the system. Queue DA Bragga (sp?) and crew in NYC.
