What ever, the moment she died, the new Queen became the only living Queen Mother, and she assumed the position as the head of the Anglican Church of England.

Throughout history, the one who is alive is considered the queen mother, not the dead one any more.

“Queen Mother” is the mother of the reigning monarch.

The reigning monarch is head of the Church.

Queen Elizabeth II was never the queen mother, only her mother was the queen mother. That is not a term that is ever been used (except mistakenly) for Elizabeth II.
