I doubt the others wearing medals on their suits were specifically asked by military leadership to stop wearing the uniform because they’d disgraced it. Seems like if THAT happens, good taste would dictate you don’t wear the medals either.

Looks like there is a precendent...all the princes wore medals on their civvies at Philips funeral. Looks like the “no uniforms” there was ordered by the quee.
It’s fine to wear your medals on a suit. There are lots of examples on the web. I think of all the men who wouldn’t fit in a uniform haha.. my dad was thin when he was in the Marines. Then he got large. Now he’s very thin. But he is 94.
There were several men in that photo in suits with their medals on.
