And I am right there with you.
Nothing has been shown to disprove it for me.
11.3 outlines the end of occupation by a belligerent force [under orders].
The occupation ends when their belligerents cease to have meaning to occupy.
One reason being that the People become fed-up with their belligerence and tell them to leave.
More than once we are reminded that the belligerents are an enemy force [under orders].
