I haven’t read the article yet(!) But I recall a similar finding was published several years ago — along the lines of the wave front but not the photons can exceed the speed of light for the medium.

I read the images from the Webb put current cosmological theories at risk; and current cosmological theories depend on the universality assumption.

I have heard/seen info related to the strength of gravity and dark matter arguments from hubble data but not the speed of light.

The phenomenon in the article was known in the 1800’s and researched (mathematically) by him.

No conflict with his theories.

Research group demonstrated it over decade ago, so they claim.

Not a new finding. It was described mathematically in the 1800’s.
