One commentator made an interesting point - that because of Ukraine’s long-standing corruption, internal divisions, outdated equipment, constant political chaos, integration of neo-Nazi/Azov brigades into regular Army after 2014 Maidan, etc... there has been no real leadership or strong institutional cohesiveness in the Ukraine Army over the last 30 years. It means they are stuck with what they know - old Soviet tactics - massed human assaults, lack of combined arms, lack of integration of new technologies, etc...Whereas the Russians have no corruption, internal divisions, outdated equipment, etc.

Not everyone in the US DoD believes the US state-run media propaganda that Russians are backward, corrupt, can't integrate information, cyber, electronic warfare, etc... If you look, you can find DoD apparatchiks who speak about knowledgeably about Russian capabilities. Its all before Feb. 2022, of course, because they certainly can't speak freely about it now.
