Almost all civilian owned sawed off shotguns are illegal. There are some exceptions with special permits.

Twice in my life, in two different states, I have had my best friend/running buddy that insisted on carrying a 12-inch whippet (double barrel shotgun about a foot long) on twine around their neck, nothing I could say would make them see the problem with that choice.
