So a water world gives rise to a hyper intelligent dolphin like species. No matter how intelligent there鈥檚 little chance of a technology without metals. Hard to smelt metals or generate electricity under water.

Metals? Electricity? Outdated technology. The dolphins on TOI 1452b have broken the space-time continuum and travel freely and instantly around the universe.
You do realize the dolphins in our oceans are just on a fishing vacation, right?
