They are doing training.
Does it matter they are old photos?
They are hiring for people to do this exact kind of stuff in the photos, regardless of the age of the photos.
If its the video I saw, it was accountants and not students, but they were just demonstrating to them what the real FBI agents do. A bunch of office bound nerds got to play agent for a day, in a team building exercise I presume.
